Zamboanga City Police Office operatives, Regional Intelligence Unit 9, Counter Terrorist Division-PNP Intelligence Group, Philippine Center on Transnational Crime, Philippine Anti-Organized Crime Commission, Regional Intelligence Division 9, and 84th Special Action Company conducted a law enforcement operation at about 12:20 AM on June 2, 2016 along Gov. Camins St., Zamboanga City. This resulted in the arrest of Alhnur Usup y Bacalso alias “Arab-Arab”/ “Arab Puti”, 28, of Brgy. Talon-Talon and his companion Jamal Labuan y Sapie, 32, of Brgy. Taluksangay, Zamboanga City.
Prior to Usup’s arrest, the authorities served a warrant of arrest for Murder under Criminal Case No. 1226-4 issued by Judge Betlee-Ian J Baraquias of RTC 9, Judicial Region, Branch 4, Parang, Sulu dated January 12, 2015 with recommended bail bond of Php 200,000.00 in connection with the massacre in Talipao, Sulu in 2014.
Said operation was initially made at his rented house in Brgy. San Roque, Zamboanga City, wherein the subject was able to escape and fled on board a motorcycle together with Jamal Labuan y Sapie. A pursuit operation against the duo reached until Amigos Amigas in Governor Camins St., Zamboanga City, where they were cornered. Recovered from the from the u-box of the getaway motorcycle were three small sachets of suspected shabu, one fragmentation grenade, several drug paraphernalia, and two motorcycle official receipts under different names. At the subject’s rented house, the team recovered two more motorcycles believed to be carnapped.
Other criminal charges against Usup and Labuan include violation of RA 9165, illegal possession of explosives, and carnapping. Alias “Arab-Arab” and his companion are members of the Sulu-based Abu-Sayyaf Group under Commander Idang Susukan. The two acted as “spotters” conducting surveillance for prospective targets of kidnapping in Zamboanga City. The two are now under police custody for further investigation.
