Combined elements of RID-SBTB, Cotabato PIB, PPSF, Kabacan MPS, Matalam MPS, and Zamboanga Del Sur PPO Intelligence Branch conducted a police operation in Bonifacio Street, Barangay Poblacion, Matalam, Cotabato at about 7:00 AM on July 10, 2017. This resulted in the arrest of Tukan Guinale with aliases such as Tucan Pagayao, Asmaudin Manupac Balatucal, Tukan Giale, Tuks, Master, Salik, Salek, and Abs.
Guinale was involved in a series of criminal activities such as masterminding the jailbreak in Zamboanga Del Sur Provincial Jail, Pagadian City on February 11, 2011, together with seven detainees, resulting in the killing of prison guard Francisco Bertulfo. During their escape, they also killed PO2 Charles Bajolo and wounded PO2 Richard Carreon. Guinale also lead the Tukan Group that was involved in gun-for-hire and illegal drug activities in Zamboanga Del Sur and Lanao Provinces. Said notorious criminal is also responsible in the killing of around twenty-one persons in Pagadian City. However, most of the relatives of the victims did not pursue the filing of cases because of the Moro tradition “rido”, and some poor victims are also afraid of retaliation. Guinale also became a member of the Afdal, Nandang and Malaco drug groups engaged in illegal drug trade in Zamboanga Del Sur, Lanao Del Norte, Lanao Del Sur, Maguindanao, and Metro Manila. In 2014, he ranked as the No. 4 Most Wanted Person (Regional Level) and was subsequently elevated to the Top Most Wanted Persons (National Level). He was also dubbed as Abdul/Abs/Tuks during his stint with the Andi criminal group involved in gun-for-hire, sea piracy, and extortion activities victimizing businessmen and small scale fisher folks in Dumanquillas, Maligay and Yllana Bays. Subject personality has pending cases in the Pagadian City Prosecutor's Office which include murder and frustrated murder under NPS Docket No. IX-05-INV-11C-00038, one count of murder, two counts of frustrated murder, two counts of attempted murder and one count of robbery under NPS Docket No. IX-05-INV-11C-00039, grave threats and carnapping filed under NPS Docket No. IX-05-INV-11C-00040. Other pending cases in Pagadian City courts include murder filed under Criminal Case No. 7740-2k5 of RTC Branch 19, murder docketed in CC No. 8221-2k6 of RTC Branch 21, murder under CC No. 9033-2k8 in RTC Branch 18, direct assault under CC No. 16087 in MTCC, and violation of Section 56 (D) of Ra 4136 under CC No. 16088 of MTCC. Guinale is currently under police custody.
