Guidelines & Procedures in the Issuances of Clearances & other Requirements for PNP Retirees
Salient Provisions of NHQ Memo Circular Nr. 2011-007 dated Feb. 26, 2011
A. Nine (9) months prior to compulsory retirement, the PNP Retirement Benefit Service (PRBS) shall request from the RMD, DPRM the following documents:
a.1. Retirement Orders;
a.2. Service Records;
a.3. Latest Promotion Orders; and
a.4. Statement of Assets and Liabilities
B. Simultaneously during said period, the PRBS shall furnish the names of compulsory retiring PNP members to the following Directorates/Offices for issuances of clearances:
b.1. Directorate for Logistics;
b.2. Directorate for Comptrollership;
b.3. Finance Service (Certificate of Last Payment);
b.4. National Internal Affairs Service; and
b.5. NAPOLCOM/OMBUDSMAN
C. In case of accountabilities, the Directorate for Logistics shall inquire the retiring personnel to settle their accounts, e.g. issued firearms, equipment, money/property accountability etc., by paying the fair market value of the said accountability duly resolved by the Board of Survey. However, the retiree maybe given an option to execute an undertaking with the DL to deduct the amount of accountability from the retirement benefits/claims.
D. If a case is pending against the retiree for such accountability, he/she shall only be allowed to receive outright pension instead of lump sum. This is to allow immediate deduction from the amount of pension corresponding to the imposed penalty if found guilty. Likewise, the other Directorates/Offices mentioned shall also compel payments arising from any accountability through the same procedure in para c hereof.
E. Six (6) months prior to compulsory retirement, the said Directorates/Offices mentioned in paragraph b hereof shall issue individual clearances for transmitted to PRBS. If within the 6 month period the retiring personnel incur new accountabilities, the PRBS shall be informed for appropriate action.
F. Likewise, six (6) months prior to compulsory retirement, the PRBS shall request DPRM to issue Breakdown Leave Credits and Communication Orders. During the said period, the PRBS shall inquire the retiring personnel to sign their respective Application for Leave as mandatory requirement of COA.
G. In cases of resignation, Optional and TPPD retirements, the processing of retirement claims/benefits shall be within the same period as in compulsory retirement in paragraph A hereof. Except for posthumous retirement, the effectivity of the first monthly pension shall be on the first day of the month. Same procedure shall be done per paragraphs B, C, and D hereof.
H. The processing of the posthumous retirement benefits shall be given priority to give immediate assistance to the surviving beneficiaries. Upon approval of the Line of Duty (LOD) proceedings, the regular pension should be released the soonest possible time even in the absence of clearances. Thereafter, any accountability may just be deducted from the amount of Communication of Leave Credits receivable.
I. In case of death of the retiree who opted to receive the three (3) year lump sum. The whole amount claim shall be transferred to the beneficiaries.
J. The PNP shall enter into a MOA with the NAPOLCOM and the OMBUDSMAN to fast track the issuance of clearances to avoid the delay in the release of retirement claims/benefits. Likewise, the PNP shall do the same procedure with the National Statistics Office (NSO) concerning the Civil Registry Records such as: Marriage Contract, Birth Certificate, Certificate of No Marriage (CERNOMAR), Annulment of Marriage and other civil status records. This is for confirmation of relationships among the pensioners as part of inventory.
- There shall be an awarding ceremony to honor new retirees and their respective spouses every last Friday of the month coinciding with the flag retreat ceremony.
- The PNP retirees should no longer be required to work-out for their retirement claims/benefits except to submit their latest ID pictures. The transmittal of retirement documents shall be done from office to office to avoid fraudulent/spurious documents coming from third parties. (Liaison officers shall no longer be required in the process).
- When the PRBS becomes fully operational with fiscal autonomy, the processing of Retired INP/PNP ID cards shall be accomplished in the said office for proper accounting/identification of INP/PNP retirees/ beneficiaries. Furthermore the releasing of checks, from the Regional Offices down to the municipal level shall be executed by the personnel from the PRBS simultaneously compelling the pensioners to fill-up forms for the conduct of inventory.
