The Functionality Rating of the PRO9 Regional Police Strategy Management Unit, Regional Advisory Council and Technical Working Group of Police Regional Office 9 has tremendously improved for the period of March 2015.The rating given by Police Director Benjamin Magalong, CIDG Director/Chairman of the Technical Working Group for PATROL Plan 2030 dated April 17, 2015 on the functionality of Police Strategy Management Units, Technical Working Groups and Advisory Councils, is quite impressive.
On the Technical Working Group and the Advisory Council, Police Regional Office 9 ranks Number 1 out of the 17 Police Regional Offices with the score of 100%, while on the Police Strategy Management Unit, Police Regional Office 9 ranks Number 3 with the score of 85.41%.
The rating of the Regional Police Strategy Management Unit is based on several criteria including Advance e-Learning Examination. However, release of the Proctors’ Code by Center for Police Strategy Management was received late. Thus, the conduct of the examination on the Advance e-Learning in the region is also late and the timeline on the compliance has not been properly met, yet. Hence, this affected the RPSMU functionality rating of the Command. Despite all this, Police Regional Office 9 ranks Number 1 on the combined categories.
The highest rating attained by Police Regional Office 9 is attributed to the constant coordination and communication with the members of the Technical Working Group and Regional Advisory Council. The members of TWG and RAC contributed massively to the Command for passing the Initiation Stage of the Performance Governance System (PGS). All 88 line units of PRO 9 have received the PGS Certificate of Conferment which was awarded by the PNP National Headquarters, wherein six units received the Silver Eagle Award, the second highest award, for garnering ratings of 90% - 95.99%.
This feat cannot be achieved without the good leadership displayed by Police Chief Superintendent Ramon Ochotorena, Deputy Regional Director for Administration and designated Chief of the Regional Police Strategy Management Unit, PRO 9 in concurrent capacity. The hardworking commander has undergone lots of sacrifices, wherein he painstakingly supervised the functions of the Technical Working Group of the RPSMU, to include the Regional Advisory Council as well the formulation of the Initiation Stage of the PGS, which led to the passing of the stages and the awarding of the Certificate of Conferment to this Regional Office.
Police Regional Office 9 is now in the compliance stage. Law enforcement activities will be intensified against all forms of criminalities in the region, especially on the campaign against wanted persons, illegal drugs and the proliferation of loose firearms.
